Whenever we had a new project from our Telecom clients the creative brief always listed 'features'. The recipient of your creative (marketing material) isn't interested in technical features and they're very unlikely to join-the-dots for how a particular feature helps them. Emphasizing what these features mean in real-world benefits is where you'll gain most engagement and traction. Then push those benefits until you arrive at a concept. There was a campaign I worked on promoting Disaster Recovery for businesses, where we did an A/B creative test. The creative didn't focus on features or direct benefits. Instead we creatively lead with what would the impact be to their business when disaster strikes.
Another challenge in marketing telecommunication services is to communicate your messages in a clear and simple way that your audience can understand and relate to. Avoid using jargon, acronyms, or technical terms that may confuse or alienate your audience. There was a component in the creative that addressed "You think it won't happen to you?" where we included recent disaster events that had occurred in their State. This helped bring home the risk and the need for them to look into this service further.
