Why this works is being proactive rather than reactive. A lot of safety risks occur, and need to be dealt with in absence of direct management supervision. This means, whilst your rules and operating procedures will restrict risky behaviour, safe behaviour will need to have been driven by you - within your workers - BEFORE they meet their scenario. A lot of safety is preparation, and a lot of what remains is good decision-making. You can affect this, but not so much after the fact.

I might offer, that human factors are recognised as being common root causes to warehouse incidents. Investigations commonly identify these two: 1. The lack of natural light in [often large] warehouses in itself is fatiguing. The very nature of artificial light is recognised as influencing circadian rhythms - so working in a warehouse during the day, is almost as good as working night shifts without preparation. Combine poor lighting, artificial light casting shadows, and so on, collectively contributes to eye strain, and thus fatigue inducing conditions - which naturally affects judgement. 2. Monotony. The repetitive nature of warehouse operations is also fatigue-inducing. Personnel (shift) planning, and workplace design is thus vital.
